fork

I just got a 2001 Judy C (i know its a piece of crap, but i got it for free) and i was wondering any of you know how to adjust the preload. There are two caps on the top of the stantions but they just spin forever and they never open or come off.

It is not the rebound that i am trying to adjuct, i know it has no rebound adjustment, it is the preload, which u adjust by pumping up the fork. I am wondering if anybody has exsperience with this and knows how nto adjust the preload

I don't mean that they spin freely but they spin for a few turns and then they stop
